St. Petersburg. Feb. 7.—The official
.Messenger publishes the following
circular telegram dated February c,
which has been sent out by the Rus-
sian foreign minister to representa-
tives of the Russian government
abroad:
"Acting under Instructions from his
government, the Japanese minister at
the imperial court has presented a
nolo which informs the imperial gov-
recognition of the independence of
Corea.
—That there should be no fortifi-
cation of southern Corea, which might
threaten Russian communication
with Port Arthur and Viadivostock.
4—She declined to meet Japan's
wishes with regard to the neutral
zone on both sides of the Vain river.
The news of the breaking off of
diplomatic relations between Russia
and Japan spread far and wide
throughout the capital by extra bul-
letins to the papers. Much excite-
ment was created and this resulted
in patriotic demonstrations.
"Russia’s policy,” an official de-
clared today, "is strictly defensive.
She is determined to avoid anv pro-
vocation. Moreover, strategetically it
would be folly to disperse our forces
by sending warships from Port Ar-
thur or men to Corea."
The official then pointed on a map
to the Manchurian ami Russian terri-
tory between Port Arthur and Viadi-
vostock as being the Russian strong
line of defense.
"The Japanese will have a hard
job to beat us there,” hf said. "This
is a bad country for fighting with a
squadron at Port Arthur, four pow-
erful cruisers at Viadivostock and a
strong army parsed between them.”
Such is the Russian plan for a de-
fensive campaign, from which there
is no likelihood of deviation.
